Zarazustra tells the crew that the True King had ordered a crackdown on the BLF. Some time afterward, Duat's viceroy received a letter which exposed the name of the BLF's leader as Ruby Pop Irotis. The True King, Otherworld, and BLF all seem to have a vested interest in Raclitus. Guillota needs to interview Raclitus, which requires permission from the White Knight.

Anyone in connection to the BLF, regardless of the level of their involvement, was arrested and imprisoned.

Correct. His only sin was for wearing a blue scarf, the BLF's symbol of uprising. He was arrested and summarily sentenced to death.

I doubt anything he said made a difference.

It wasn't just him either. Other supposed conspirators were fed through the court system and immediately tossed into the meat grinder.
